US multi-project offshore link comments sought

The US Bureau of Ocean Energy Management (BOEM) has called for expressions of interest in developing an offshore transmission system off the coasts of New York and New Jersey.

It is currently weighing up a bid from transmission company Anbaric Development Partners to build, install and operate the system, but needs to determine whether there are other developers interested in the same area before awarding the contract.

The New York-New Jersey Ocean Grid would consist of offshore collector platforms connected to onshore points of interconnection by high-voltage subsea export cables.

Each proposed platform should be designed to handle between 800MW and 1.2GW of offshore wind power and be capable of connecting several offshore wind farms, BOEM said.

Respectively, New York and New Jersey have plans to develop 2.4GW and 3.5GW of offshore wind by 2030. However, New York's governor plans to set a new target of 9GW of offshore wind by 2035 later this year.

Anbaric’s application, submitted in April 2018, is for a 342km offshore transmission system comprising nine collector platforms linked to up to six onshore interconnection points.

BOEM will now accept comments on Anbaric’s request, including on the potential effects on the environment and marine habitats, geological and geophysical conditions, archaeological, historical or cultural resources, and other uses of the area such as commercial fishing.

If it receives further indications of interest in developing the New York-New Jersey Ocean Grid, BOEM may decide to hold competitive procedures to award the right-of-way for development of the transmission system, it stated.
